I think it goes that way - those who have already bought any ecigs from any foreign shop - they alredy have paypal account and credit card that works with it.
for those who are new to ecigs and haven't ordered anything yet - webmoney will be easier, but i guess these people will make their paypal account eventually, to be able to buy something from other foreign online shops. so if it's not very difficult to add webmoney to HC - i think you should do it.
